Decree of the President of the Republic of Azerbaijan on Additional Measures to Improve Public Administration in the Republic of Azerbaijan

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, to further improve public administration in the Republic of Azerbaijan, optimize the activity of government bodies and agencies and ensure the efficient use of state budget funds, I hereby resolve:

1. The activity of the Science Development Foundation under the President of the Republic of Azerbaijan and the Baku International Centre for Multiculturalism to be reorganized based on the self-financing principle.

2. The State Agency for Alternative and Renewable Energy Sources of the Republic of Azerbaijan, the Knowledge Foundation under the President of the Republic of Azerbaijan, the Centre for Strategic Studies under the President of the Republic of Azerbaijan, the Secretariat of the Interdepartmental Commission for the Protection of State Secrets under the President of the Republic of Azerbaijan, the Permanent Working Group of the State Commission of the Republic of Azerbaijan for Combating Drug Abuse and Illicit Drug Trafficking, the Working Group of the State Commission of the Republic of Azerbaijan for Prisoners of War, Hostages and Missing Persons, as well as the Secretariat of the Tariff (Price) Council of the Republic of Azerbaijan to be abolished and their activity reorganized on a voluntary basis.

3. The Cabinet of Ministers of the Republic of Azerbaijan:

3.1. within three months, to prepare and submit to the President of the Republic of Azerbaijan suggestions for bringing the acts of the President of the Republic of Azerbaijan in line with this Decree;

3.2. within three months, to ensure and inform the President of the Republic of Azerbaijan about bringing the regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in line with this Decree;

3.3. to exercise control over bringing the regulatory legal acts of central executive authorities in line with this Decree and inform the President of the Republic of Azerbaijan about the execution within five months;

3.4. in conjunction with the State Committee of the Republic of Azerbaijan for Property Issues, to take measures in accordance with the Decree of the President of the Republic of Azerbaijan “On the preservation of state property and improving its effective use” number 586 dated June 6, 2007 with regard to the state property on the balance sheet of the government bodies and agencies provided for in Part 2 of this Decree, and inform the President of the Republic of Azerbaijan within three months;

3.5. in accordance with Part 1 of this Decree, within three months, to prepare and submit to the President of the Republic of Azerbaijan suggestions on and drafts of relevant regulatory legal acts;

3.6. to address other issues arising from this Decree.

4. The commissions and the Tariff (Price) Council provided for in Part 2 of this Decree to be charged to form appropriate working groups and secretariats composed of representatives of government bodies (agencies) represented by the members of these commissions and the Tariff (Price) Council, approve their regulations and inform the President of the Republic of Azerbaijan about it within a month.

5. The Ministry of Justice of the Republic of Azerbaijan to ensure bringing the regulatory legal acts of the central executive bodies and regulatory acts in line with this Decree and inform the Cabinet of Ministers of the Republic of Azerbaijan.
